Texas Education Freedom Account (TEFA): Understanding the Texas School Choice Bill

At RCBA, we believe every family should have the freedom to pursue the educational experience that best fits their child’s strengths, goals, and God-given potential. That’s why we’re excited to support families through the new Texas Education Freedom Accounts (TEFA) program — a bold step in educational choice and flexibility for the 2026–2027 school year and beyond.

TEFA applications open on February 4, 2026, and must be submitted by March 17, 2026.

To support our families, RCBA is hosting application help sessions where parents are invited to apply together with guidance from our admissions staff. These meetings are designed to walk you through the process step-by-step, answer questions in real time, and help you feel confident before submitting your application.

Application Support Meetings:

  • February 5 at 3:45pm – Portable 3B
    • Childcare will be available for PreK–5th grade students.
    • Registration is required for this session.
  • February 6 at 9:30pm – Cantina
  • February 9 at 12:15pm – Foyer

What Is TEFA?

TEFA is a school-choice initiative created by the Texas Legislature in 2025 to empower parents with greater control over their child’s education. It provides eligible families with state-allocated funds that can be used to cover a wide range of approved educational expenses — from private school tuition and textbooks to tutoring, therapies, homeschool curriculum, and more.

This isn’t just a financial program — it’s about helping families match each student with the learning environment where they thrive most.

Frequently Asked Questions

To be eligible, a student must:

  • Be a Texas resident
  • Be U.S. citizen or lawfully present
  • Be eligible to attend a Texas public school or charter school

This includes students currently in public school, private school, or homeschooled. TEFA is NOT limited only to students with special needs.

Funding amounts vary based on education setting:

  • Private School Students: Up to 85% of the state’s average per-student amount (around $10,474 for 2026–27)
  • Students with Disabilities: Up to $30,000 with an IEP on file
  • Homeschool or Other Settings: Up to $2,000

These funds may be used for tuition and more, including books, supplies, tutoring, and approved services.

Approved uses include — but aren’t limited to:

  • Tuition and fees at private schools like RCBA
  • Textbooks and curricula
  • Tutoring or instructional services
  • Therapies or evaluations
  • Transportation and technology

If you’re unsure if a specific expense qualifies, RCBA’s admissions team can help you understand your options.

No — families can be confident that RCBA’s faith, Christ-centered curriculum, and admissions standards will remain unchanged. TEFA is a parent-directed program, and our participation does not place the school under state control or affect who we are. We will continue to participate only as long as our religious liberty and the autonomy of private Christian schools are fully protected, ensuring your child’s education remains both academically excellent and grounded in Christian values.

Because TEFA may provide significant additional support for eligible families, RCBA will require all families applying for Tuition Assistance to submit a TEFA application as part of the financial aid process. This helps us steward resources well and serve as many families as possible.

No — TEFA allows you to use your funds for a variety of approved educational expenses. If tuition doesn’t use all your funds, leftover dollars can be applied to other eligible costs like books, tutoring, or therapies.
